Rules and counsel review

VoDialer enforces the rules you set. It does not make you compliant. Whether a rule is right is a legal question, and your own compliance counsel should answer it.

Next to a rule you may see Not yet reviewed by counsel. It means the rule is marked needs_counsel_review, and its source reads “Starter value — confirm with counsel”. The Safety overview counts how many rules still carry the tag. The starting rules all do.

The tag is not a warning that something is broken. It is a reminder that no lawyer has signed the value off. Counsel should review each rule for the places where you call.

For each person, every rule that applies is combined: platform and company rules, for the whole US and for each state the person points to. For each key the strictest value wins: the latest start, the earliest end, the lowest cap, the shortest age.

So a state rule cannot loosen the US rule, and a company rule cannot loosen a platform rule. A looser company rule is refused when you save it. Platform rules can be changed only by the platform operator.

Key In plain words
calling_hours Calls only between a start and an end time, local, on certain days
max_attempts_per_day At most this many calls to one number in 24 hours
max_attempts_per_30d At most this many calls to one number in 30 days
consent_required A record of permission is needed
consent_max_age_days How old that record may be
holidays_blocked No calls on listed holidays
recording_consent all_party: everyone on the call must agree to recording
ai_disclosure_required The bot must say it is an AI
min_age Only people of at least this age. Off unless a rule exists

Loaded as starting values:

  • US: 08:00 to 21:00, 3 calls per day, consent required, 365 days, holidays not blocked, one-party recording, no AI disclosure.
  • Florida: 08:00 to 20:00 and 3 calls per day. Oklahoma: 08:00 to 20:00.
  • All-party recording in CA, CT, DE, FL, IL, MD, MA, MI, MT, NV, NH, OR, PA and WA.
  • AI disclosure in CA and UT.
  • US federal holidays for 2026 and 2027.

Not loaded: a 30-day attempt cap, Sunday or weekday-only rules, and other state specifics such as Texas and Louisiana. min_age is not loaded for the platform, so “too young” never appears unless a rule is added.

To add a stricter company rule:

  1. Open Safety, then Rules. Only owner, admin and compliance can edit.
  2. Under Your company’s own rules, select Add a stricter rule.
  3. Choose Where and What, then set the value.
  4. Write why the rule exists under Why does this rule exist?
  5. Select Save my rule. It applies to new calls straight away.

To stop a company rule applying, turn it off and confirm. The platform rules still apply.

A rule you add starts as not yet reviewed. Editing a company rule never marks it reviewed. Only the platform operator can record a review, with the reviewer’s name. If the operator changes a platform rule’s value, it goes back to not reviewed. A change to the source or dates does not.
